Flash is necessary because Janna has no natural escape mechanism which makes her an easy champion to pick off. You can also do surprising moves with Flash in combination with your abilities. It can even be maxed first when facing a hard lane. The damage is secondary.

Get a point in your ultimate when possible. Janna is an excellent babysitter in the early game. But Janna has low HP and she does not have a heal outside of her ultimate so only poke the enemy if you are sure that they cannot fight back. Janna pairs well with late-game ADCs because she has no good all-in but she is a great defensive enchanter so the game plan for a Dragon lane with Janna is to simply farm to scale into the mid and late game.

If your team lacks disengage you know you can lock in Janna and have a way to get your ADC or team out of nasty situations. Ardent Censer is also very strong at the moment and pairs really well with her shield ability and her ultimate. She tends to pair nicely with attack damage based hyper carries like Twitch who is also very strong right now since her shield gives her carry bonus AD along with the shield which lets them quite often win trades in lane.

This is great as Janna's whole kit relies on shielding, healing, and buffing your team. Another core and must-buy item is Harmonic Echo. This gives you much-needed mana and a little bit of extra ability power. But again the main reason is for the passive.

Moving and casting abilities build Harmony stacks. At max stacks, your next heal or shield on an ally will also heal them even more. So even more ways to keep your team alive.

This gives Janna more shield power and also allows you to deal that little bit of extra damage which is nice in the laning phase. That being said, her shockingly simple kit is also really powerful.

With the plethora of shield and heal boosting support items on the market right now, her shields have never been beefier, and her ultimate is stronger to boot. And when a champion is that naturally good, nerfs soon follow.

As braindead as she is, Janna excels at a very specific thing—keeping enemies away from her carries.
